Attendance Through App Mandatory for MGNREGS Workers; New Move to Plug Pilferage

In a major step to check transparency, this center has required it starting May 16 that the presence of workers under MgNregs was captured through cellular applications with photos labeled time and geo rather than the presence marked in the register.

There are almost 15 active worker crore under the National Rural Work Guarantee scheme Mahatma Gandhi (MGNREGS). The latest development is expected to check any leakage in the program and bring more transparency. Nearly RS 73,000 Crore is allocated for programs in the union budget 2022-23.

“It has been decided to stop the presence of manuals for all workplaces where the roll is gathered is issued for 20 or more beneficiaries. Starting May 16, 2022, for all workplaces where rolls gather are issued for 20 or more beneficiaries, attendance will be captured only through the application of the National Cellular Monitoring System (NMMS), “said the center in a letter written to the government of state state states That part on May 13.

The center said the application involved taking two photos of workers labeled time and geo in a day “which increased citizen supervision of the program in addition to the potential to enable payment processing faster.” It is also expected to stop the fake presence of workers even though fake entries in physical registers and ensure only the original on the work paid and the presence is captured in real-time. There are also concerns that the physical register system can be manipulated, which can cause theft of MGNREGS funds. Many states also mark the gap to the center, which encourages the creation of applications.

The NMMS application was launched by the center on May 21, 2021 but at the request of state and trade unions, the use of applications has been maintained voluntarily so far even though countries are asked to progressively to use the application often, the center often says. Furthermore, the experience of this application was reviewed at a high-level meeting with countries on March 22 this year and based on the consultation, it has been decided to make the NMMS application mandatory now. Some countries have marked the center that there are cases where workers are paid but no work is done or workers are marked not because of the manual attendance system.
